What is a proposal on Upwork?
A proposal is your application to a job: cover letter, terms, and screening answers. What each part does, and how a proposal differs from a bid.

If you are new to Upwork, the vocabulary gets in the way before the work does. This page defines the thing precisely, because most advice about "writing better proposals" assumes you already know which part is which.
The definition
A proposal is your application to one specific job post on Upwork. It is a single submission containing three things:
- The cover letter. Your written pitch: why you fit this job. This is the part clients read.
- Your terms. An hourly rate, or a fixed bid for the whole project. Larger fixed price jobs can be broken into milestones.
- Screening answers. Responses to any questions the client attached to the post.
Submitting costs Connects, Upwork's application currency. The cost per job is shown on the apply page before you commit, and Connects are spent when you submit, not when you win.
Proposal, bid, cover letter: which is which
These three words get used as synonyms and it causes real damage.

The distinction matters because it shapes where you put your effort. A freelancer who thinks of the whole thing as "a bid" is competing on price, which is the one dimension where you are interchangeable with everyone cheaper. A freelancer who thinks of it as a proposal competes on understanding the problem, where they are not interchangeable at all.
What happens after you submit
Your proposal joins a list the client reviews. They see your cover letter opening, your rate, your profile summary, and your screening answers side by side with everyone else's.
Two things follow from that:
- The list is skimmed, not read. Your first lines decide whether the rest gets read at all.
- Position is partly purchasable. Upwork's Boosted Proposals feature lets freelancers bid extra Connects for one of the top four slots, marked with a label. See Upwork boosted proposals explained.
Upwork tells you when a client has viewed your proposal, which is genuinely useful diagnostic information: a proposal that was viewed and ignored has a different problem from one that was never opened.
What makes a proposal good
Short version, because the cover letter guide covers this properly:
- It opens on the client's problem, not on your credentials.
- It offers one relevant piece of proof with an outcome, not a portfolio list.
- It says briefly how you would start, specifically enough to show judgement.
- It ends with one question you genuinely need answered.
- It is not longer than the job post it answers.
The mistake beginners make
Sending more proposals.
It feels like the controllable variable, and Connects make it expensive in a way that is easy to miss until the balance runs down. Ten considered proposals to well matched jobs beat fifty generic ones, not because of some rule about quality, but because a proposal to a job you are not a good fit for cannot be saved by better writing.
The first real skill is not writing. It is deciding which jobs deserve a proposal at all: checking whether the client is payment verified, what they have spent, whether they have hired before, and how many people have already applied.
